With a quorum present, Mayor Elizabeth G. Flores called the meeting to order. II. PLEDGE OF ALLEGIANCE

IV. PUBLIC HEARING
1. Public hearing for the adoption of a tax rate of $0.637000 per $100.00 value. The tax rate will provide revenue for general fund and debt service. The rate includes $0.512019 per $100.00 value for Maintenance and Operation and $0.124981 per $100.00 value for the Interest and Sinking Fund of the Debt Service and will produce a tax levy of $47,466,861.00.

2. 2005-O-173 Authorizing the issuance of the City of Laredo, Texas International Toll Bridge System Revenue Refunding Bonds, Series 2005B in the principal amount of $24,565,000.00 for the purpose of refunding International Toll Bridge System Revenue Bonds, approving an official statement, authorizing the execution of a purchase contract and the execution of an Escrow Agreement, and making provisions for the security thereof, and authorizing amendment to the City’s budget to appropriate such proceeds for purposes authorized herein; and ordaining other matters related to the subject.

3. 2005-R-089 Accepting the conveyance of a ten-foot-wide Utility Easement from Elisa B. Segueda and ratifying previous payment of the consideration of $3,000.00 due to an emergency to acquire the same for immediate provision of a water line to United Independent School District; the easement is out of Lot 10, Block No. 1, in the North Heights Subdivision II, as recorded in Volume 14, Page 34, of the Plat Records of Webb County, Texas; and is further described in Exhibit A attached hereto.
