I. CALL TO ORDER
With a quorum present Mayor Raul Salinas called the meeting to order.
II. PLEDGE OF ALLEGINCE
In attendance:

Salinas, Mayor Mike Garza, Council Member, District I Hector Garcia, Council Member, District II Michael Landeck, Council Member, District III Johnny Amaya, Council Member, District IV Johnny Rendon Council Member, District V Gene Belmares, Council Member, District VI Juan Chavez Council Member, District VII Juan Ramirez, Mayor Pro Temp, District VIII Gustavo Guevara, Jr., City Secretary Larry Dovalina, City Manager Cynthia Collazo, Deputy City Manager Horacio De Leon, Assistant City Manager Rafael Garcia, Assistant City Manager Valeria Acevedo, City Attorney
IV. EXECUTIVE SESSION
The City Council herby reserves the right to go into executive session at any time during this public meeting, if such is requested by the City Attorney or other legal counsel for the City, pursuant to his or her duty under Section 551.071 (2) of the Government Code, to consult privately with his or her client on an item on the agenda, or on a matter arising out of such item.
Motion to allow discussion from the public on the evaluation and performance and pay of the City Manager and allow a three minute rule for each speaker.

Jose R. Ochoa, ex-president of the Laredo Firefighters, stated that he was speaking in favor of Larry Dovalina.
Donna Magnon, Deputy City Secretary, spoke in favor of Larry Dovalina for City Manager.
Dr. James Earhart read a written statement publicly noting that there are many problems that Mr. Dovalina has not taken care of.
Anthony Peterson spoke in favor of terminating the contract with Larry Dovalina.
Jesus M. Sanchez spoke against renewing Larry Dovalina’s contract as City Manager.
Abraham Rodriguez spoke in favor of Larry Dovalina.
1. Request for Executive Session pursuant to Texas Government Code, Section 551.074 to evaluate the performance and pay of the City Manager and return to open session for possible action.
Motion to go into Executive Session pursuant to Texas Government Code, Section 551.074 to evaluate the performance and pay of the City Manager and return to open session for possible action.
Moved: Cm. Garza Second: Cm. Belmares For: 8 Against: 0 Abstain: 0
After Executive Session the Mayor announced that no formal action was taken.
Motion to remove Mr. Dovalina from his position as City Manager and terminate his services.
Cm. Garza requested a show of hands.
Moved: Cm. Landeck Second: Cm. Garza For: 4 Against: 4 Abstain: 0 Cm. Garza Cm. Garcia Cm. Landeck Cm. Amaya Cm. Chavez Cm. Rendon Mayor Pro Tempore Ramirez Cm. Belmares
Mayor Salinas voted in favor of terminating Larry Dovalina.
Cm. Garza said that the City needs to appoint an Interim City Manager and he made a motion to appoint Cynthia Collazo, Deputy City Manager.
Mayor Salinas noted that it was not on the agenda.
Valeria Acevedo, Acting City Attorney, advised City Council that the Charter notes that they must appoint an interim by majority vote.
Motion to accept Cynthia Collazo as her role as Acting City Manager on an interim basis and seek whatever method to search for a new City Manager.
