with the State of Texas General Services Commission on

1) Lease term will be from December 1, 1996, through August
31, 1997,
2) Monthly rental cost of $335.88 which includes the cost

records to LAR-TEX Telephone Company, Inc., for a term of
15 years, for the purposes of providing telephone service
and electrical power to their leased premises at the City
of Laredo Water Tower Site on Mines Road; and authorizing
the City Manager to execute said easement effectuating
same, 0.25 acre tract is more particularly described by

4. 97-O-048 Approving license, NOAA License Number 97-ABF-201 for real
property at the Laredo International Airport between the
City of Laredo, as Grantor and the United States of
America, acting thru the U.S. Department of Commerce,
National Oceanic and Atmospheric Administration, as
Grantee. The proposed license is for the installation,
operation, maintenance, repair, replacement and removal of
an Automated Surface Observing System (ASOS) equipment at
the airport at the sole cost and expense of the government.
The license is effective beginning February 28, 1997 for a
period of 15 years unless terminated earlier by mutual
agreement. Authorizing the City Manager to execute said
license with the government. (City Council)

V. RESOLUTIONS
8. 97-R-023 Authorizing the City Manager of the City of Laredo to
accept an allocation from the Texas Historical Commission's
Certified Local Government Program in the amount of $5,350
and authorizing the City Manager to execute the necessary
documents. These monies will help fund the production of a
bilingual guide to historic sites in Los Dos Laredos.

9. 97-R-024 Adopting a ten year moratorium against future sale of non-
aeronautical use land at the Laredo International Airport.
The Federal Aviation Administration as a condition to
granting concurrence to the proposed public sale of an
approximate 6.0 acre tract of land is requiring that the
City formally adopt said Moratorium. The subject
approximate 6.0 acre tract of land is bounded by Saunders
Hwy. 59 on the south, Bartlett on the east, San Pedro on
the north and Mercy Regional Medical Center on the west
side.

VI. MOTIONS
10. Approval of a construction contract to the Low Bidder, Big D Lining
Systems Company, Midland, Texas, in the amount of $499,199.27 for the
Construction of Cells No. 7 and No. 8 at the Laredo Landfill as per
Subtitle D Requirements of the Texas Natural Resource Conservation
Commission (TNRCC) for the City of Laredo Landfill located on Texas
Highway 359. A total of five bids were received for this service.
Funding is available in the Landfill Fund.

11. Declaring an emergency and authorizing the repair of the Zacate Creek
Wastewater Treatment Plant trickling filter as a result of damages
caused by erosion of the feed pipe, and to repair the pump wetwell
which is an integral part of the filter operation, as a result of
damages caused by corrosion of the concrete from sewer gases. The
cost of the repair is $131,049.00, and will be done by Reddy
Engineers and Contractors, who are presently constructing the
Southside Wastewater Treatment Plant expansion and are ready for
immediate action. The repair has to be done urgently to avoid
damages to the environment and possible fines from the Texas Natural
Resource Conservation Commission (TNRCC) and the U.S. Environmental
Protection Agency (EPA).

agreement in Cause No. C-95-00259-02 styled Jacaman Investment Group,
LTD., John S. Jacaman Cattle Company, LTD., John Jacaman and Laura
Jacaman Sanchez v. City of Laredo, with possible Executive Session
for consultation with attorney pursuant to Section 551.071 (A), (B)
of the Texas Government Code.

IX. CITY COUNCIL DISCUSSION AND PRESENTATION
13. Requests by Mayor and City Councilmembers for discussion and
presentation.
A. Requests by Councilmember Eliseo Valdez, Jr.
1. Request for a traffic study to be conducted at the intersection of
Gale and Springfield with possible action.
Mr. Luis Landin, Traffic Director, stated that this location is
already under study, they are doing a manual and regular traffic
count to see if it merits a traffic signal and will
report the results to council at the next council meeting.
Motion to conduct a traffic count at the intersection of Gale and
Springfield.

2. Status report concerning the traffic study being conducted at the
intersection of Springfield and Saunders.
Mr. Landin reported that they are taking a traffic count there, they
found out that there is limited amount of protected right turning
lanes within that area, however they are studying further to see if
they can probably widen it up to make protective turns on both the
north and south. The area there is narrow and the highway
department is also improving and upgrading Highway 59 so that's
going to take some time. They are also waiting on the acquisition
of the east side so they can widen it up and see what they can do.
Cm. Guerra stated he had requested from staff a status report on a
traffic control device installed at the intersection of McPherson
and Jacaman Road.
Mr. Landin stated that they will be providing a list of all the
signal projects, dates of installation, and all other
recommendations that council and the public have made on the next
council meeting and bring council up-to-date on all the projects
including the Jacaman Road.
B. Requests by Councilmember Consuelo Montalvo
1. Presentation of the El Portal International Design Competition.
Frank Rotnofsky and Viviana Frank of Urban Borders and Archi-tecture
made the presentation before the council. He explained that this is
an international design competition for architects, planners, urban
designers, landscape architects, and students/interns. The
competition is an open forum to discuss how the lost link between
the life giving river and the city can be reestablished. The focus
is on a poorly defined public space with huge pedestrian and
vehicular demands. The projects should be sensitive to the built
historic context, articulate a facade to the river, Nuevo Laredo,
and Mexico, and create a monument which recognizes the city's status
as land port. The competition deadline is March 3rd.

Mrs. Veronica Chavarria of 1514 Sta. Cleotilde; Mr. Ruben Chavarria
also of 1514 Sta. Cleotilde; Ms. Elsa Ibarra Valdez of 1717
Washington read a letter from Ms. Toni Tenorio in opposition and also
turned in 18 signature petitions and a 24 signature opposition list;
Mrs. Maria Aguilar of Sta. Cleotilde; and Mrs. Maria Hernandez of
1501 Sta. Cleotilde and representing her parents Mr. & Mrs. Roman
Ibarra of 1715 Washington.
Mr. Ron Whitehawk, representing Mr. Jorge Quesada, stated that the
petitioner would be using the two (2) lots which would be accessing
through Coke Street for use of private passenger vehicles for
parking.
