portion of their area with the City of Laredo limits. These include the Chacon
Creek, Zacate Creek, Sombrerito Creek and Manadas Creek Watersheds. The

Abstract: The City of Laredo has created a Hazardous Materials Ordinance with
the underwriting provided by St. Mary's University School of Law Legal and
Social Justice Clinic. The ordinance calls for the adoption of a new City of
Laredo Hazardous Ma terials Ordinance which provides for a citizens
environmental committee; hazmat storage and handling permits and procedures;
regulations and penalties for discharges, facilities, transportation vehicles;
transportation route designations, etc. This new ordinance has been deemed
necessary due to the City becoming one of the largest inland ports in the United
States. With the increase in trucks, trains and airplane cargo, the potential
for hazardous materials stored and\or transported through th e City has
increased.
Progress to Date: The ordinance has been written and is undergoing further
discussion about the implementation process.
