SUBJECT:  FINAL READING ORDINANCE  2002-O-156

Amending the City of Laredo’s FY 2001-2002 annual budget in the Capital Improvements Funds by appropriating revenues and expenditures in the amount of $80,000, which are being donated by Paul Young Properties, LTD., in order to fund the installation and activation of a traffic signal on U.S. Hwy. 59 at Casa Blanca Road and the entrance to Paul Young Auto Mall and authorizing the city manager to implement said budget.

PREVIOUS COUNCIL ACTION: 

On March 25, 2002, City Council approved Resolution 2002-R-029, which authorized an agreement between the City of Laredo and Paul Young Properties, LTD., in order to fund the installation and activation of traffic signalization at U.S. Hwy. 59 at Casa Blanca Road and the entrance to Paul Young Auto Mall.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 BACKGROUND:

 

Paul Young Properties, LTD., Mr. Paul Young recently approached the City of Laredo Traffic Safety Department seeking assistance for installing the traffic signal on U.S. Hwy. 59 at Casa Blanca Road and the entrance to Paul Young Auto Mall.

 

Paul Young Properties, LTD., has agreed to fund all associated costs related to the complete installation and activation of the traffic signal at said location.  The estimated costs related to the complete installation and activation of the traffic signal is $80,000.  All plans and specifications for the traffic signal will be furnished  by Paul Young Properties, LTD., at its cost upon obtaining the proper approval from TxDOT. 

 

Paul Young Properties, LTD.,  has also agreed to furnish any other traffic studies that TxDOT may require in obtaining authorization and activation of the traffic signal light.  The City of Laredo Traffic Safety Department has an annual contract with a traffic signal contractor that would be able to initiate the project y upon obtaining the necessary plans, approvals, and equipment. The City of Laredo, Texas approved a resolution to enter into an agreement with Paul Young Properties, LTD. on March 25, 2002.

ORDINANCE NO. 2002-O-156

                                                                                                                                                                 

 

AMENDING THE CITY OF LAREDO’S FY 2001-2002 ANNUAL BUDGET  IN THE CAPITAL IMPROVEMENTS FUND BY APPROPRIATING REVENUES AND EXPENDITURES IN THE AMOUNT $80,000 WHICH ARE BEING DONATED BY PAUL YOUNG PROPERTIES, LTD., IN ORDER TO FUND THE INSTALLATION AND ACTIVATION OF A TRAFFIC SIGNAL AT U.S. HWY. 59 AT CASA BLANCA ROAD AND THE ENTRANCE TO PAUL YOUNG AUTO MALL.

 

 

                        WHEREAS, Paul Young Properties, LTD., recently approached the City of Laredo Traffic Department seeking assistance for installing the traffic signal on U.S. 59 at Casa Blanca Road and the entrance to Paul Young Auto Mall, and

 

 

                  WHEREAS, Paul Young Properties, LTD., has agreed to fund all associated costs related to the complete installation and activation of the traffic signal at said location, and

 

 

                  WHEREAS, the estimated cost for equipment and labor for the installation of the traffic signal is $80,000 and

 

 

                  WHEREAS, all plans and specifications for the traffic signal will be furnished by the Paul Young Properties, LTD., at their cost upon obtaining proper approval from TxDOT and also has agreed to furnish any other traffic studies that TxDOT may require in obtaining authorization for the installation and activation of the traffic signal light, and

 

 

                  WHEREAS, the City of Laredo Traffic Safety Department has an annual contract with a traffic signal contractor that would be able to initiate the project immediately upon obtaining the equipment, thus minimizing any delays in initiating the installation of the traffic signal, and

 

 

                  WHEREAS, the City of Laredo, Texas approved resolution number 2002-R-029 to enter into an agreement with Paul Young Properties, LTD.

 

 

NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

 

 

1.  The Capital Improvements Fund be amended as follows:
