Family Planning

The Women’s Health and Family Planning Association of Texas WHFPT Title X is a nonprofit organization founded in 1977 for every Texan to have equal access to high quality reproductive health services and control over the timing and spacing of their children to women of reproductive age.

The Healthy Texas Women Program HTW was developed by the Health and Human Services HHSC and is a successor to the former Medicaid Women’s Health Program providing quality women’s health and family planning services along with screenings for Diabetes, Hypertension and Cholesterol to women between 18-44 years of age and 15-17 years old must have a parent or legal guardian apply.

The State Family Planning Program funded by HHSC provided comprehensive family planning services to reduce unintended pregnancies positively affect future pregnancies and improve health status of women and men 64 years and younger.

Who Can Enroll?

These programs offer a wide range of women health and core family planning services to men** and women***.

*Title X enrolls women of reproductive of age.
*HTW enrolls women between 18- 44 years of age; 15 to 17 years old must have a parent or legal guardian apply.

What it offers 

  • Immunizations: $10.00 per vaccine with a maximum fee of $20.00 per person regardless of the number of vaccines needed
    (if you are unable to pay administrative fee, please let us know at the time of visit)

  • Annual family planning and preventive health care visit
  • Pregnancy testing
  • Emergency Contraception
  • Sexually transmitted infection screening and treatment services
  • Breast and cervical cancer screenings
  • Clinical breast examination
  • Clinical pelvic examination
  • Laboratory Services
  • HIV Screening
  • Long-Acting Reversible Contraceptives such as IUD’s and Implants
  • Other contraceptive methods such as oral contraceptive pills, condoms, diaphragm, vaginal ring, vaginal spermicide, and injections etc.

Maternal and Child Health

Title V Maternal and Dental Clinic

The Title V Maternal and Dental provides comprehensive preventive and primary care services for women before, during and after pregnancy childbirth to medically indigent women.

Title V Child Health and Dental Clinic

The Title V Child Health and Dental provide comprehensive preventive and primary care services for eligible children from birth to the age of 21.

*Qualified patients are screened for Title V, Medicaid, and C.H.I.P with Presumptive Eligibility done on-site. Clinic follows Texas Health Steps Guidelines.

Self Pay Clinic

This clinic was established to service all patients who do not qualify for Primary Care Programs. Patient will be responsible to pay cost for Laboratory, Prescribed Medication, Immunizations, and Family Planning Methods.

Cancer Screening

The City of Laredo Health Department provides services to include breast, cervical and colorectal cancer screenings. The CLHD partners with area non-profits, healthcare providers, educational institutions, and religious groups to help build a network for sharing targeted cancer information aimed at identifying and bringing at risk individuals to providers for colorectal, cervical and breast cancer screenings and offer patients screening services as:

  • Immunoassay fecal occult blood tests -early colorectal screening
  • Pelvic exams/PAP smears -cervical cancer
  • Breast exams -breast cancer detection
  • HPV vaccine to prevent cervical cancer
  • Health Education
  • Mammograms (women over 40)
  • Colonoscopy (persons over 50)
  • Diagnostic biopsies
