Xavier Charles was born and raised in Eagle Pass, Texas, where he graduated from Eagle Pass High School in 2004. Xavier attended Texas Tech University, where he graduated with honors in 2007. Xavier continued his education at Texas Tech University School of Law, earning his Juris Doctor degree in 2012.

Upon graduation, Xavier embarked on his legal career by accepting a position at the Webb-Zapata County District Attorney's Office in November 2012. During his tenure there, Xavier prosecuted a wide array of cases, ranging from domestic violence and drug offenses to complex felony matters. His work at the District Attorney’s Office was marked by a tireless pursuit of justice, demonstrating his unwavering commitment to protecting victims’ rights and ensuring that the rule of law was upheld in his community.

In February 2019, Xavier transitioned to the City of Laredo City Attorney's Office, where he currently serves as an Assistant City Attorney. In this role, he continues to contribute his legal expertise to the city, working on a broad spectrum of legal matters that impact the community and government operations.

In addition to his professional work, Xavier has developed a passion for officiating youth football.  Xavier officiates middle school and high school football games in an effort to continue to serve his community outside of the legal profession.
