Mr. Chavez began his career with the City of Laredo in 2005 as an Engineering Associate I in the Utilities Department, where he was responsible for designing and reviewing water and sanitary sewer infrastructure for residential and commercial developments. In October 2007, he was promoted to Engineering Associate II in the Building Development Services Department.
In 2013, he was appointed Director of Building Development Services. His leadership path continued in October 2017 when he was named Executive Director of Public Services in the City Manager’s Office, where he oversaw the operations of Traffic Safety, Public Works, Parks & Recreation, and the Engineering Department until January 2019.
In 2019, he was appointed City Engineer. In this capacity, he provided strategic direction and oversight for all Capital Improvement Program (CIP) projects. He also led the Engineering Department’s administration, design, drafting, surveying, and construction inspection divisions, with a strong focus on residential, commercial, and industrial development.
In January 2025, Mr. Chavez was appointed Assistant City Manager. In this role, he oversees Solid Waste and Environmental Services, Engineering and Traffic Safety, Fleet, Planning and Zoning including the Building Development Services Division, Public Works, and Utilities Departments.
Mr. Chavez is a licensed Professional Engineer and a Certified Floodplain Manager in the State of Texas.
He holds a Bachelor of Science degree in Civil Engineering from Texas A&M University–Kingsville, earned in 1999. A proud alumnus of United High School, he was inducted into the “Longhorn League of Legends” in 2020. In his free time, he enjoys playing basketball in the City league, pickleball, and spending quality time with his wife, Judith, and their three children: Daniela, Anakaren, and Ramon.
