The City of Laredo created the Neighborhood Empowerment Zone (NEZ) Program under Ordinance No. 2023-O-2023 (as amended) to encourage private investment in residential and multi-family housing, commercial and retail businesses, and mixed-use development within designated NEZ areas. The NEZ Program provides municipal property tax abatement and certain fee waivers to property owners who build or rehabilitate property within a NEZ. These incentives are designed to promote affordable housing, economic development and expanded services.
NEZ Application & Building Permit Application
- Project Type: Determine if your project is a new construction or rehabilitation project.
- NEZ Location: Ensure your project is located within a designated Neighborhood Empowerment Zone (NEZ) area. NEZ Eligibility Locator
- Application Form: Download and complete the provided NEZ Application form with Building Permit Application attached.
- Proof of Ownership: Provide documentation like a warranty deed or evidence of site control.
- Reduced Plan Set: Submit a reduced 11"x17" floor plan, site plan, and site elevation.
- Detailed Budget: Include a detailed line-item budget showing the cost breakdown for the project. A Quote from a Contractor is preferred.
- Application Fee: Pay the appropriate application fee.

- In Person:
Submit your completed application and supporting documents to the Economic Development Department @ 1110 Houston St, 3rd Floor, depending on the City's specific requirements.
4. Waiting Time and Review:

Certification:The NEZ certification process can take approximately 2-3 weeks for basic incentives.

Tax Abatement:If you are also seeking a tax abatement, the certification process may take longer, potentially adding an additional 12-14 weeks - to include time for the project to go before the City Council for approval.

City Council Approval:Note that some NEZ projects require City Council approval before construction or rehabilitation can begin.
- If you qualify for the program but choose not to participate, you may be required to fill out and sign an NEZ Opt-Out packet.
