The legal process by which property located outside of the city limits is incorporated into the City of Laredo. Property owners may petition for voluntary annexation to gain access to municipal services such as water, sewer, police and fire protection, and garbage collection. The Planning Department reviews annexation requests and prepares recommendations for City Council consideration and approval.

Physical addresses for new developments, subdivisions, and existing properties for emergency services. 

To verify, change, or request a new address, complete and submit a Street Address Application form with all required documentation.

Property owners outside the City of Laredo limits but within the Extra-Territorial Jurisdiction (ETJ) must obtain a Certificate of Compliance before connecting to public services. A certificate may be issued only if the applicant meets the eligibility requirements under the Subdivision Ordinance.

The Board of Adjustment (BOA) reviews zoning variance requests and appeals related to zoning dimensional standards.

The Historic District/Landmark Board reviews applications for exterior modifications, new construction, and demolitions within the designated historic districts or landmarks. The board ensures that proposed changes preserve the historical, architectural, and cultural character of Laredo’s historic areas.
