Zoning Overview

Zoning is how the City of Laredo regulates the use of land to ensure orderly growth and promote public health, safety, and welfare. Every property in the city is assigned a zoning district (e.g., R-1 for single-family residential or B-3 for community business) that defines the specific types of land uses and development standards allowed on a property. These zoning districts help guide what can be built, how properties are used, and the overall character of neighborhoods, commercial, and industrial areas. 

Zoning regulates:

  • Permitted building types and land uses
  • Building height and density
  • Setbacks and lot coverage
  • Parking, signage, and landscaping standards
 
Conditional Use Permit (CUP)

A Conditional Use Permit allows certain land uses that are not automatically permitted in a zoning district but may be approved under defined conditions. These uses are generally compatible with the surrounding area when properly managed.

Special Use Permit (SUP)

A Special Use Permit is required for land uses that may have unique and more significant impacts on the surrounding community that require special consideration and public review.
